Lisa Tilney

Lisa is a lawyer specialised in peace, justice and development. She joined NHC as a programme officer in March 2024. Prior to her work at NHC, Lisa served as a legal advisor for several international organizations, NGOs and start-ups. She was an expert for election observation missions to Azerbaijan, Montenegro, Georgia, Armenia, and Moldova. She also managed rule of law programs for the OSCE in North Macedonia and ABA ROLI in Turkey. Lisa holds a Juris Doctor from George Washington University and a LLM in Public International Law from Leiden University.
