Supporting strategic communication in Ukraine’s probation service
From 25-27 November 2024, the Netherlands Helsinki Committee hosted a critical strategy training for the communications staff of Ukraine’s probation service. Organized as part of the NHC’s continued support for Ukrainian justice reform, the training aimed to strengthen the communication strategies of Ukraine’s probation officers, enabling them to better navigate public narratives and influence policymaking. The three-day training culminated in a meeting held at the Dutch Ministry of Justice and Security in The Hague.
The training focused on developing strategic communication skills—an essential aspect of public relations in the context of probation. Ukrainian colleagues strengthened technical skills in content creation, building on this foundation to address how messages and narratives should be structured and communicated effectively to both the public and policymakers.
The training brought together key members from Ukraine’s probation service, including Oleh Yanchuk, Director of the Ukrainian Center of Probation, and Volodymyr Severyn, Director of the Communications Sector. Alongside NHC experts, the group engaged in discussions and practical exercises aimed at improving the impact of communications around probation and rehabilitation, particularly in a time of crisis like the ongoing war in Ukraine.
On the final day, a meeting with Dutch Ministry of Justice representatives underscored the depth of bilateral cooperation. Arjen Taselaar, Head of International Relations, noted the Netherlands’ consistent support for Ukraine, particularly in strengthening its justice system amidst the war. Oleh Yanchuk expressed gratitude for the Dutch aid, highlighting significant progress in Ukrainian probation, such as the development of an online case register and expanding community sanctions.
During the meeting, participants from both countries exchanged lessons learned on several pressing topics, such as enhancing the safety of probation officers, the role of volunteers in probation services, and the evolving patterns of criminality in Ukraine, especially in the context of the war.
The training and subsequent discussions emphasized the importance of strategic communication as a tool for social change and the development of effective, resilient justice systems. Koen Goei, NHC communication expert, stressed that probation must be framed in ways that resonate with societal values.
Looking forward, the event underscored both the achievements and challenges of Ukraine’s probation system, with a focus on continued Dutch support to help Ukraine in its EU accession journey. As the training concluded, the sense of solidarity between the two countries remained strong, with both sides committed to future cooperation.
This event highlights the power of strategic communication in shaping public perception and policy, and it demonstrates the importance of cross-border collaboration in supporting democratic reforms, particularly in times of conflict. As Ukraine moves forward on its path to EU membership, the strengthening of its probation system through enhanced communication strategies will play a vital role in its broader justice reform efforts.
